Liberalization of the Foreign Exchange Rules in Sri Lanka

The FOREIGN EXCHANGE ACT, NO. 12 OF 2017 has relaxed the movement of foreign exchange allowing individuals or corporates to transfer money outside Sri Lanka up to specified amounts as mentioned below for the purpose of investing into Shares, Units, Debt Securities and Sovereign Bonds.

  • Individual – USD 200,000 or an equivalent amount in any foreign currency designated by the Central Bank, for lifetime. (Refer Annexure 2 for more details).
  • A company not listed in the CSE – USD 500,000 or an equivalent amount in any foreign currency designated by the Central Bank, per calendar year. (Refer Annexure 2 for more details).

Given the recent developments in the local Exchange Control act, Sri Lankan nationals earning in local currency are given the opportunity to make investments in Global markets with the objective of obtaining a higher rate of return.

Your rupee savings can be converted into US dollars through a licensed commercial bank for this purpose, and a special account (OIA account) would be created to make such investments through your respective banking partner in Sri Lanka. Individual investors could invest up to a sum of USD 200,000 through such a scheme.

Investors have the opportunity to make potentially higher returns on their investments by identifying the best markets from any part of the world.

A hedge against the Sri Lanka rupee depreciation provides investors the opportunity of making exchange gains in addition to investment returns.

Registration Process

To complete the registration process the following steps need to be taken;

  1. Request for Exchange control approval – Documents to be submitted.
  2. Open an Outward Investment Account (OIA) with a Licensed Commercial Bank upon submitting the Exchange Control approval letter.
  3. Complete online account opening form.
  4. Transfer funds from the OIA Account to trading account.

Mr. Wickramasinghe is the Chairman/CEO of Capital TRUST Holdings Group of Companies which has expanded into many areas of businesses, including Financial Services, Property Development, Real Estate Solutions, Margin Trading, Investment Advisory, Wealth Management, Information Technology, Education, Packaging and Investments. Mr. Wickramasinghe has been credited for arranging many of the strategic transactions in the Colombo Stock Exchange and under his leadership the company has achieved many significant milestones. 

He is the Chairman of ALFT Packaging Co. (Pvt) Ltd. He was also a Director of Lanka ORIX Leasing Co. PLC, People’s Merchant Finance PLC, and  E-Channeling PLC.  

He is also the Founder Director of Shakthi Institute, an educational institute with over 15,000 registered students. 

He holds a Master of Business Administration from the Edith Cowan University in Australia.

Fredrick Asharn Abeyewardene

Director/Chief Executive Officer

Having completed his bachelor’s degree from the University of Nottingham in the United Kingdom, Mr Abeyewardene started his career as an intern for the Royal Bank of Scotland. Upon his return to Srilanka, he pursued a career in the financial sector taking up a role as a Financial Analyst at Capital Trust Securities. Subsequently, he took up roles as a Junior Dealer and a Bond Trader in a leading international bank and a leading primary dealer firm in Srilanka. With the vast knowledge he gathered from local capital markets, Mr Abeyewardene joined a leading international Investment bank as an equity trader. At Goldman Sachs Group he was placed in both the Singapore and Dubai offices.

Returning back to his home country, he re-joined the Capital Trust Group and initiated a Global Markets platform for local residents to take advantage of Global Market fluctuations.

He holds a bachelor’s degree in Finance and Investment Management and a MBA from the University of Wales.
